The Supreme Court of the United States (SCOTUS) went against the directive of the Trump administration by allowing the release of $2 billion in foreign aid.
Reportedly, the Supreme Court, by a 5-4 vote, rejected an emergency appeal from the Republican administration, while also telling the U.S. District Judge Amir Ali to clarify his earlier order that required the quick release of nearly $2 billion in aid for work that had already been done.

It is surprising that the right-leaning conservative Court which included three appointees of Trump and one of them—Amy Coney Barrett—went against him.
In early 2025, the U.S. implemented a freeze on foreign aid as part of an effort to reassess the effectiveness and alignment of assistance programs with foreign policy goals. The pause, initially set for 90 days, disrupted global aid and caused widespread concern among diplomats and international organizations.
However, in March 2025, SCOTUS ruled against the freeze, declaring it illegal and forcing the release of funds for ongoing projects. This decision prompted the Trump administration to reverse the freeze and review all assistance programs.
Despite the ruling, debates continue over the future structure of U.S. foreign aid, with critics arguing that the merger of the U.S. Agency for International Development (USAID) with the State Department could weaken American influence and security efforts abroad. The freeze remains a contentious issue in the U.S. foreign policy circles.
The Court told Ali to “clarify what obligations the government must fulfill to ensure compliance with the temporary restraining order, with due regard for the feasibility of any compliance timelines.”
