New Yorkers between 25 and 55 who already have a college degree will gain access to an expanded state program offering free associate degrees in high-demand fields beginning in January 2027.
Gov. Kathy Hochul announced the expansion Oct. 5, saying the change will allow adults with existing degrees to return to college and prepare for different careers through eligible programs at the State University of New York and City University of New York.

The expansion builds on SUNY Reconnect and CUNY Reconnect, programs launched in 2025 to provide eligible adult learners with free tuition, fees, books and supplies for qualifying associate degree programs.
More than 15,000 adults have participated since the programs began, according to the state and under this expanded program, adults who already hold a degree can enroll in an approved associate degree program in a high-demand field, even when their previous degree was in another area.
The state said the change is intended to give more workers an opportunity to gain new qualifications as industries and workforce needs change.
Eligible fields include advanced manufacturing, artificial intelligence, cybersecurity, engineering, technology, green and renewable energy, nursing and allied health fields, and pathways to teaching in shortage areas.
The 2026-27 expansion also added supply chain and logistics, emergency management, and air traffic control and aviation management.
The benefit covers tuition, fees, books and supplies after other applicable tuition assistance is applied. Students still must meet the program’s eligibility requirements and enroll in an approved program.
The expanded eligibility takes effect for the spring 2027 semester, which begins in January at most participating colleges. Applications will be handled according to the enrollment schedules of individual SUNY and CUNY campuses.
The program’s eligibility rules also vary depending on the institution and program. SUNY says the new expansion will allow people with previous degrees to participate beginning in January 2027, while eligible nursing programs already have provisions allowing some adult learners with prior degrees to qualify.
The state’s announcement comes as Hochul has spoken about the effects of artificial intelligence and other changes on the workforce.

The expansion is part of the state’s broader effort to help adult learners obtain credentials for high-demand occupations.
For New Yorkers who already completed college, the change provides a new route to pursue an additional associate degree without paying the covered education costs, provided they meet the program’s requirements.
SUNY and CUNY are providing information about participating programs and eligibility as the spring 2027 enrollment period approaches. Prospective students are advised to check their institution’s requirements before applying.
