Google looks to be making a big play in Turkey. Turkish telecoms operator Turkcell signed an agreement with Google on Wednesday for strategic cooperation on cloud technologies, the company said in a notice.
In the statement, Turkcell said it would expand its data center infrastructure and planned to invest $1 billion until the end of 2032 as part of the deal.
In the first nine months of 2025, Turkcell reported strong underlying growth driven by its core telecom business as well as newer digital segments. Group revenues rose by approximately 11.2% year‑on‑year in Q3 to TRY 59.5 billion, while EBITDA reached TRY 26.2 billion with a margin of 43.9 %.
Mobile postpaid net additions reached 569 000, lifting the postpaid share to 79 %, as mobile ARPU grew by roughly 11.9 %. In the fixed broadband segment, the company passed 6.2 million households with fibre access, and residential fibre ARPU increased by 17.3 %.

Strategically, Turkcell is moving beyond conventional mobile services toward a broader technology platform. Its Techfin (financial‑tech) segment and the Data Center & Cloud business recorded high growth rates of 20%‑50% in key quarters. Meanwhile the company secured about 160 MHz of spectrum in Turkey’s October 2025 tender – positioning it to launch full commercial 5G services by April 2026.
For the full year 2025, Turkcell raised its guidance to ~10% revenue growth, an EBITDA margin around 42‑43%, and a capex intensity of ~23% of sales.
For Turkcell, the partnership reinforces its transformation from a traditional telecom operator into a broader technology platform, expanding its Data Center & Cloud capabilities and supporting continued growth in Techfin and digital services. The planned $1 billion investment through 2032 demonstrates a long-term commitment to modernizing infrastructure, increasing cloud capacity, and enhancing service offerings for enterprise and consumer clients.
For Google, the collaboration provides a foothold in a key emerging market, enabling it to extend its cloud services to Turkish businesses while leveraging Turkcell’s established network and customer base.
The deal reflects the increasing importance of cloud technologies in modern telecom strategy, positioning both Turkcell and Google to capture new revenue streams, accelerate digital innovation, and strengthen Turkey’s technology ecosystem in the coming decade.
