GovEagle, an end-to-end AI-driven proposal platform for government contractors, announced on March 6 that it has raised $2.5 million in funding from Strategic Cyber Ventures, Y Combinator, Sequoia Scout and a group of angel investors.
GovEagle, based in New York City, is an AI-powered platform that automates the proposal process, helping companies integrate with existing knowledge silos and tools to identify opportunities, generate compliant proposals, and improve their win rates. It not only cuts draft time from 60 hours to as little as 60 minutes, but also enhances proposal quality by expertly customizing off-the-shelf tooling, ensuring that responses are personalized to an organization’s unique content, style, and voice.

The tool uses your past proposals, past performance, and internal content to draft compliant proposals to government solicitations, including Request for Proposal (RFP), Request for Information (RFI), and Sources Sought Notice (SSN). The GovEagle platform produces a complete compliance matrix, generates a compliant outline, exports a first draft in internal templates, and supports compliance and quality reviews throughout the process.
The venture began in 2022 by Akash Mandavilli and Gabe Villasana. The duo first met at Johns Hopkins University. While living in the DMV area, they worked with multiple government contractors and saw the challenge of proposal development firsthand. Mandavilli is a two-time founder with previous experience in product from Meta and federal sales from IBM, while Villasana, prior to GovEagle, was the founding ML engineer for Stripe’s Financial Crimes team and led ML research at Johns Hopkins Wilmer Eye Institute.

GovEagle also maintains the highest standards of security and compliance. GovEagle operates in FedRAMP High cloud environments and is in the final stages of achieving FedRAMP Moderate Equivalency. The platform meets NIST SP 800-171 and CMMC controls, ensuring secure and compliant handling of classified and sensitive data. All data is encrypted at rest and in transit, with strict AI policies that prohibit data retention or use for model training.
