The Northern Virginia Technology Council has introduced a three-year strategic plan alongside its newly elected leadership team to navigate the fast-moving landscape of artificial intelligence and digital transformation. The announcement was made at the organization’s 35th annual membership meeting in Tysons, Virginia.
The initiative features the appointment of 20 technology leaders to the Class of 2029 board of directors, including three prominent Indian American executives who bring decades of corporate and federal contracting experience to the regional tech ecosystem.
Among the newly selected board members is Kavita Kalatur, the founder and chairperson of NetImpact Strategies. She brings more than two decades of enterprise investment management, governance, and technology consulting experience to her new three-year term.
Before launching her firm in 2009, she held leadership roles at Oracle’s Primavera division and Deloitte Consulting, directing large-scale technology implementation projects for federal agencies such as the U.S. Departments of the Treasury and Health and Human Services.

Kalatur holds an MBA in finance and information technology from the University of Maryland’s Robert H. Smith School of Business and contributes philanthropically as a member of the board of directors for The Children’s Inn at the National Institutes of Health.
Joining her on the board is Manish Malhotra, the founder and executive chairman of Unissant. He has spent more than 30 years leading digital transformation, artificial intelligence, and government technology initiatives.
Malhotra founded Unissant in 2007, growing it into a leading federal technology contractor recognized as one of the Washington Business Journal’s fastest-growing companies.
Malhotra earned a bachelor’s degree in computer science engineering from Pune University in India before completing his MBA at Virginia Tech’s Pamplin College of Business.
He has also completed his executive education in global healthcare management at Harvard Business School and holds a certificate in GovCon strategy and leadership from George Mason University, and serves as a venture partner at Opulentia Ventures.
Rounding out the trio is Anil Sharma, the chief executive officer of 22nd Century Technologies. Born in Chandigarh, India, Sharma was inspired by his parents’ hard work and community service, with his father working multiple jobs to fund his children’s education.

He earned a Master of Computer Applications degree from the Thapar Institute of Engineering and Technology before immigrating to the United States in the late 1990s with just $100.
Despite early career setbacks in Detroit during the Y2K era, Sharma rebuilt his path alongside his family including his wife Anupama and children Nikhil and Meghna.
Today, he leads an enterprise serving federal, state, local, and Fortune 500 clients, serves on the board of trustees for the George Mason University Foundation, and has co-authored two books on information technology.
Together, these leaders reflect the council’s refreshed mission to champion global innovation while cultivating a diverse, future-ready regional workforce.
